Gareth Winrow

Gareth M. Winrow is currently an independent research analyst and consultant based in Oxford. He is also presently a tutor at Oxford University’s Department of Continuing Education. He has worked in Turkey for twenty years where he was a Professor in the Department of International Relations at Istanbul Bilgi University. A recipient of two NATO Research Fellowships and a US Institute of Peace Fellowship, he has worked as a consultant for Eurasia Group and Sidar Global Advisers, is a member of Chatham House and serves on the editorial board of the journal Turkish Studies. Holder of a scholarship to study Modern History at Keble College, Oxford University (BA Hons.), he also has an MA in International Relations and Strategic Studies from Lancaster University and a Ph.D in the Department of Government from the University of Manchester.

His expertise is on Turkish foreign policy and on regional and energy security issues in the wider Black Sea region, the Middle East and the eastern Mediterranean. His publications include, Realization of Turkey’s Energy Aspirations: Pipe Dreams or Real Projects? (Brookings, 2014), “Turkey: An Emerging Energy Transit State and Possible Energy Hub,” The International Spectator, 46, 3 (September 2011), Turkey, Russia and the Caucasus: Common and Diverging Interests (Chatham House, 2009), and Problems and Prospects for the “Fourth Corridor”: The Positions and Role of Turkey in Gas Transit to Europe (Oxford Institute for Energy Studies, 2009). A regular speaker at the annual UK-Turkish forum (Tatlidil), he has moderated panels at the Bled Strategic Forum, the International Centre for Black Sea Studies and Wilton Park.
